The inclusion of Goal 16 in the proposed Sustainable Development Goals (SDGs) reflects the growing international consensus that governance and peace and security are important for development. There is indeed much evidence to support this claim. Gains in post-conflict countries show that peace and stability support economic expansion, less poverty, and better living standards. Government policies in countries like Cape Verde Rwanda have helped bring many people out of poverty. At the same time, conflicts in places like Mali, South Sudan, Somalia, Libya and the Central African Republic have significantly reversed development gains and threaten to undermine long-term development planning and policy implementation. We therefore consider goal 16 is therefore considered an important enabling factor for achieving the post-2015 development agenda.

Strengthen relevant national institutions, including through international cooperation, for building capacity at all levels, in African countries, to prevent violence and combat terrorism and crime.
